This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR part 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM at sam.gov. The solicitation number for this is N0018922Q0308 and will be issued as an RFQ. This solicitation document incorporates provisions and clauses in effect through FAC 2022-06 (effective 05-26-2022) and DFARS Publication Notice (Effective 06-23-2022). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 811310 and the Small Business Standard is 8.0 (millions of dollars). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate a Firm Fixed Price contract with only one source, Johnson Controls Building and Automation Systems, LLC., under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination - please see attachments for a redacted Sole Source Justification. Responsibility and inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The Surface Warfare School Command (SWSC) Norfolk Virginia is requesting the groom of the Cryogenics York AC Unit, Model Number YN82A, in building 18Y at St. Julien’s Creek, Chesapeake VA 23702. The groom for Cryogenics York AC Unit must to be accomplished IAW MIL-STD-1330 (Standard Practice for Precision Cleaning and Testing of Shipboard Oxygen, Helium, Helium-Oxygen, Nitrogen, and Hydrogen Systems) and all aspects included within the attached Performance Work Statement. Performance Location: Surface Warfare School Command Building 18Y Chesapeake, VA 23702 Period of Performance: Date of award to 26 August 2022 Method of Payment: Wide Area Work Flow (WAWF). The Government will issue a sole-source award with prices proven fair and reasonable in accordance with the procedures at FAR 13.106-3(a)(2).
