Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is stated in the posting and will be issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. (iv) The Government intends to solicit with a 100 percent total small business set-aside. The associated NAICS code is 721110 with a small business size standard of $35 million. (v) Line items are detailed as follows: LINE ITEM: 0001 DESCRIPTION: Hotel Conference Room Spaces EXTENDED DESCRIPTION: Nine (9) hotel conference room spaces in accordance with the Performance Work Statement (PWS). QTY: 1 UNIT OF ISSUE: Group LINE ITEM: 0002 DESCRIPTION: Audiovisual Equipment and Support EXTENDED DESCRIPTION: All services shall be in accordance with the Performance Work Statement (PWS). QTY: 1 UNIT OF ISSUE: Each LINE ITEM: 0003 DESCRIPTION: Single Occupancy Rooms EXTENDED DESCRIPTION: Block of 175-300 single occupancy rooms in accordance with the Performance Work Statement (PWS). Lodging fees will not be paid via this contract. QTY: N/A UNIT OF ISSUE: Group (vi) This requirement is for conference facility that can provide meeting space, audio/visual support, and reserve a block of rooms for the JAG Corps Training Symposium East 2022 (JTS East). (vii) FOB DESTINATION DELIVERY/POP: 07 September 2022 to 09 September 2022 PLACE OF PERFORMANCE: Norfolk, VA (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and is included in the attached clauses and provisions. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items will be used and is included in the attached clauses and provisions. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. (x) The provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. Unless the Offeror has not completed the annual representations and certification electronically, the offeror shall complete paragraph (c) through (v) of this provision in the attached clauses and provisions. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is included in the attached clauses and provisions. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and all the applicable FAR clauses cited with this requirement are included in the attached clauses and provisions.
