Description Subject to FAR Clause 52.215-3, entitled “Request for Information or Solicitation for Planning Purpose,” this announcement constitutes a Sources Sought Notice for information and planning purposes. This Sources Sought Notice is to obtain access for 150,000 Navy users to contractor off the shelf electronic, virtual reality, and serious game courses. The courses must contain certain subjects and scenarios and delivery distributed as asynchronous/self-paced course that is compatible for use on the on Navy eLearning system or provided via contractor system that tracks registration/completion. This is not a solicitation announcement for quotes and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government plans to procure these services as Commercial Item as defined in FAR 2.101. Place of Performance The contractor shall perform work under this contract at their place of business. NAICS Code The NAICS Code for this requirement is 611430, Continuing education online learning marketplace services (through a website or mobile application) and the size standard is $12.0 Million. Period of Performance The period of performance for this award will be for 12 months after award with four 12 month option periods and one 6 month FAR 52.217-8 option period. Please see Attachment I Draft Performance Work Statement (PWS). Responses to this Sources Sought request shall reference N0018922Q0214. Responses shall include the following information in this format: Company name, address, Point of Contact (POC) name, phone number, fax number and email address. Contractor and Government Entity (CAGE) Code. Size of business- Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned, etc. If the services can be solicited from a GSA or SeaPort-NxG contract vehicle, provide the applicable contract number. Relevant past performance on same/similar work dating back 5 (five) years and your company’s capacity to perform the type of work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in Attachment I Draft Performance Work Statement (PWS). Standard company brochures will not be reviewed. Submissions are not to exceed two (2) standard typewritten pages. All technical questions and inquiries may be submitted within the response. Indication if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Attachment I, Draft PWS, is posted in this notice for your reference.
