This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12 and simplified acquisition procedures of FAR Part 13, as supplemented with additional information included in this notice. The solicitation number is N0018922Q0196 and is issued as a Request for Quote (RFQ). This notice of intent is not a request for competitive proposals. No solicitation or RFQ will be forthcoming. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210. Small business size standards are $41.5 Million for this NAICS sector. The Product Service Code is 7A21. The anticipated award date is no later than 31 July 2022. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a contract to Bell Techlogix, Inc. for the license renewal and support of the currently installed Microsoft Software Solutions per the attached Justification and Approval for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination. The proposed acquisition is to procure Microsoft Software Solutions under the Maryland Educational Enterprise Consortium (MEEC) of software licenses, software maintenance, and technical support for SQL, Visio Pro, Enterprise Server, Project, Active Directory, and Microsoft 365 for 2,319 full time equivalent employees, 1,810 knowledge workers, and 4,720 full-time students. See attached Solicitation for details. The period of performance is 01 Aug 2022 through 31 July 2023. FAR provision and clauses applicable to this procurement are included as an attachment.
