This action is for the award of a sole source firm-fixed priced Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Conflict Kinetics Corporation, 22977 Eaglewood CT STE 160, Sterling VA 201669448 utilizing the authority of Other Than Full and Open Competition as permitted by 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1, since there is only one responsible source and no other supplies or services will satisfy agency requirements. The Contractor shall provide hardware and software maintenance for all NECC-HQ TORA Small Arms simulator locations to include weekly on-site support, remote 24-hour software support to include upgrades and system troubleshooting, and software modifications to meet evolving mission requirement such as additional targets, land and sea based models, terrain, weather and low-light changes, and marksmanship targets. Additionally, the contract shall provide configuration of operational parameters, maintenance, and Information Assurance (IA)/cybersecurity compliance in accordance with Defense nformation Service Agency (DISA) Standard Technical Implementation Gui2des 2010(S TIGS). The cyber security tasks are required for Conflict Kinetics Small Arms Weapons Simulators (CK Training Systems) as outlined in the Performance Work Statement (PWS) for CONUS and OCONUS locations.Occasional travel is required to provide needed technical support sites located in and outside the continental United States (CONUS/OCONUS). The Ordering Period will be established as 01 April 2022 thru 31 March 2027. The contract ceiling for the five-year Ordering Period is in the amount of $31,351,956.00. This contract does not include procuring new simulators as simulators are already available at various CONUS and OCONUS locations operated by NECC.
