The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk, VA, 23511-3392 intends to award a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizing the policies and procedures of FAR Part 15 – Contracting by Negotiation and FAR Part 12-Acqusition of Commercial Items. The Government intends to procure services of qualified personnel and warehouse facilities to support Navy Public Affairs Support Element (NPASE) in the daily operation of its mission. Support shall include conducting research, providing assessments, and making recommendations regarding all things pertaining to NPASE’s approximate 600 line items Table of Allowance (TOA). Services shall include maintaining lifecycle management of all TOA equipment and fabricating, assembling, packaging, storing, and shipping expeditionary imagery kits. In addition, the contractor shall providing training to qualified personnel that are experienced in military PA and who can provide instruction/training on the VI systems in the expeditionary imagery kits. The contractor shall also provide warehousing and logistical support for all PA/VI equipment. The planned Request for Proposal (RFP) number is N0018922R0013. The North American Industry Classification System (NAICS) code for this acquisition 541611, Administrative Management and General Management Consulting Services, with a size standard of $16.5 (millions of dollars). The resulting contract will include a 5-year ordering period and include FAR 52.217-8 “Option to Extend Services.” A 30-day transition period (if needed) will approximately start on 1 July 2022). By submitting an offer, the vendor is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in SAM database prior to award, during performance, and through final payment of and contact resulting from this solicitation, expect for awards to foreign vendors for work to be performed outside the United States.
