The US Naval community College is Obtaining accreditation with the Middle States Commission on Higher Education (MSCHE) and approval from the National Advisory Committee on Institutional Quality and Integrity (NACIQI, Department of Education) are critical for the US Naval Community College (USNCC) because it would demonstrate that USNCC has high academic standards and is effective in delivering its programs. Van Allen LLC has been supporting USNCC in preparing for the initial steps of pre-accreditation. As a result, the vendor has developed the background knowledge and experience to provide professional services to support USNCC in its application for MSCHE accreditation and NACIQI approval. The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a), a Sole Source Acquisition. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12. Award of a firm fixed contract is anticipated. All required deliverables shall be furnished within 1 year after date of contract award. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 611430 and 500 employees respectively. This notice of intent is not a request for competitive proposals. However, all challenges to this sole source determination received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
