The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on an 8(a) sole source basis support to assist the Department of the Navy (DoN) Office of the General Counsel (OGC) with Defense Information Systems Agency (DISA) Joint Validation Team and Navy Validator Support. The OGC requires support for DISA Joint Validation Team for a continuation of the effort to obtain a DoD Provisional Authorization (PA) for a Software as a Service (SaaS) cloud offering. The OGC also requires Navy Validator, in accordance with the USN Risk Management Framework (RMF) Process Guide, to assist with the effort to obtain a Navy Authority to Operate (ATO) for the SaaS once the PA is awarded. The instant requirement is a follow-on on to an 8(a) sole source award (N0018920PZ041) to Carter Enterprise Solutions, LLC. The proposed firm fixed price action is for services for which the Government Intends to solicit and negotiate with only one source, Carter Enterprise Solutions, LLC, as an 8(a) sole source action. The applicable NAICS code is 541611. The size standard is $16.5M. The FSC Code is R499. This notice of intent is not a request for competative quotes. The prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
