The Naval Supply Systems Command (NAVSUP) Norfolk Contracting Department, Mechanicsburg, PA intends to negotiate on a sole source basis, a single, indefinite-delivery, indefinite-quantity-type contract with firm-fixed-price terms for life-cycle maintenance for the Kongsberg Underwater Technology sonar systems and related equipment on Naval Oceanographic Office (NAVOCEANO) T-AGS 60 class ships and Hydrographic Survey Launch (HSL) boats. This contract action will be awarded using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15 Contracting by Negotiation, and FAR Subpart 16.5, Indefinite-Delivery Contracts. The government will negotiate on a sole source basis with Kongsberg Underwater Technology, LLC in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Services are anticipated to commence on/around 15 December 2020 and continue through 14 December 2025 for the five-year basic ordering period. This is not a request for competitive proposals and no solicitation will be published but will be made available upon request. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within fifteen (15) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. The NAICS code applicable to this procurement is 334511. The size standard is 1250 employees. The Product Service Code is 5845. NAVOCEANO has a continuing need for life-cycle maintenance for the sonar systems and related equipment on their T-AGS 60 class ships and Hydrographic Survey Launch (HSL) boats that operate world-wide on a 24/7 basis. This contract will include both supplies and services for a five-year ordering period.
