REQUEST FOR INFORMATION Dome controller Description 1.1 The Naval Supply Systems Command (NAVSUP) is seeking information on an interested contractor that could provide a Dome Controller upgrade to a 61-inch telescope 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued Background The U.S. Naval Observatory (USNO) requires a new azimuth dome controller for the 61-inch telescope enclosure. The existing dome azimuth relays will be replaced with two variable frequency drive (VFD) boxes that allow for remote control using existing wiring and motors. The two horse power VFD with programmable acceleration and deceleration will include a braking resistor for short-distance stopping. 2.1 Requirement: Technical Support: Replace the existing dome controllers for the USNO 61-inch telescope enclosure with two VFD boxes that allow for remote operation as well as programmable acceleration and deceleration and a braking resistor for short-distance stopping. Installation: This contractor will include all installation costs as well as one complete set of spare parts. Expertise: The contractor selected must have large aperture telescope dome control experience. Additional expertise requested includes: a) knowledge of telescope control systems and b) familiarity with the operation of astronomical telescope facilities. Period of performance: Fiscal year 2021 3.0 Responses Request Responses by Monday 13 September 2021, 12:00pm PST. The response shall be submitted via e-mail only to the Government Point of Contract (POC): Michael Stoutenger, Contract Specialist, michael.stoutenger@navy.mil. Questions regarding this announcement shall be submitted in writing to the Contracting Specialist. Verbal questions will NOT be accepted via telephone. The Government does not guarantee that all questions received will be answered. The RFI should address the following: 1. Controller features, 2. Pricing structure 3. Company Information. Name, mailing address, phone number, CAGE/and or DUNS, and e-mail of designated point of contact 4.0 Industry Discussions The Government representatives may or may not choose to meet with RFI respondees. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. 5.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Fingerprinting Services. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
