The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to acquire, on behalf of the Commander, Navy Air Force Reserves (CNAFR), increased effort to implement the following design changes to the C-40A Loadmaster Trainer (LMT) currently being designed and manufactured by Shen Te Enterprises, Inc. under contract N00189-21-C-Z034: • Include Overhead Storage large enough to fit a 56-man raft • Add a Right lower cargo door • Relocate the aft left Grey Water Door to a more optimum location to perform additional training techniques • Add a plug-in visual representation for the jump seat area at both aft door exits • Change the fixed base to a towable, mobile base These design changes will be acquired via a firm-fixed price (FFP) modification issued to the existing FFP contract with Shen Te Enterprises, Inc., N00189-21-C-Z034. Contract N00189-21-C-Z034 was awarded to Shen Te Enterprises, Inc. for the planning, manufacturing, delivery, installation and testing of a C-40A Loadmaster Training (LMT) Device at the Air Logistics Training Center (ALTC) located in Fort Worth, Texas. The Government intends to acquire these design changes on an other than full and open competitive basis from Shen Te Enterprises, Inc., 5888 West 55th Street, Tulsa, OK 74107 under the authority of 10 U.S.C. 2304 (c)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”, as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Shen Te Enterprises, Inc. since, as the original designer of the C-40A LMT chosen as a result of a competitively issued solicitation, they are the only known vendor with the capability to meet the Government’s minimum requirements and provide for a seamless inclusion of the design changes into the existing design plans and manufacturing process of the C-40A LMT device. All responsible sources may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
