This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. The proposed contract action is for commercial SERVICES. The NAICS code is 485999 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Change Notice 20210520. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed acquisition is for Automated Toll Payment Services for a base period of 6 months running 05 November 2021 – 04 May 2022, along with three 6-month option periods. This action will result in a Firm Fixed price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, City of New York Metropolitan Transportation Authority (CAGE: 074S4), IAW FAR 13.106(b)(1). No other contractor was identified during market research who can meet the Navy’s need. As highway toll collection services are operated by the State, only the City of New York Metropolitan Transportation Authority can provide the subject services. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than City of New York Metropolitan Transportation Authority (CAGE: 074S4). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
