NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire commercial item, Social Simulator licenses and support, a web-based platform that replicates multiple information channels to exercise crisis communications. This platform replicates traditional news outlets, social media sites, and other on-line sites that make up the current information environment. Social Simulator can be used to exercise misinformation/ disinformation scenarios and will add a necessary element of immersive realism. The platform allows students and faculty to operate in a closed, secure environment that replicates the current landscape of radiation and social media. The Social Simulator platform also possesses tools to manage the exercise and conduct after action reviews. The proposed procurement is for a sole source requirement. The NAICS code for this acquisition is 541511 with a size standard of $30.0. This procurement is being conducted as a commercial item, using FAR Part 13 – Simplified Acquisition Procedures. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. This acquisition is being processed pursuant to FAR Part 6.302-1,Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Social Simulator is considered the only source able to successfully perform the instant requirement. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required support, as well as financial and technical information. However, this notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility. Social Simulator will be solicited, concurrent with this synopsis, to provide the required support. The issuance of a purchase order is contemplated with an estimated period of performance of 30 September 2021 through 29 September 2022, followed by two, 12-month option periods.
