This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). This is a Request for Quotation (RFQ). The solicitation number is N0018921QZ324. The proposed contract action is for commercial Services. The NAICS code is 511210 and the Small Business Standard is $41.5 Million This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-06 and DFARS Change Notice 20210709. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/dfars The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit as other than full and open competition. The proposed acquisition is for LiveEngage software services for the Commander Navy Recruiting Command (CNRC). This requirement is for annual renewal of software-as-service (SaS) provider licenses by LiveEngage, which provides conversational cloud, AI-powered command center for consumer conversations. The software service supports Navy Recruiting Command (NRC) chat agents to respond to inquiries quickly, easily and accurately to all conversational channels. This action will result in a firm fixed price contract. This procurement will be processed on a brand name, sole source basis. The brand name firm is LivePerson, Inc. (CAGE: 689F7) of New York, NY. Quotes are requested only from LivePerson, Inc. and its authorized resellers. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES FOR OTHER THAN LIVEENGAGE-BRAND SOFTWARE LICENSES. However, interested parties may identify their interest and capability to respond to this requirement no later than the closing date of this solicitation. A determination not to compete this requirement further, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. All responsible sources may submit a quotation which shall be considered by the agency; however, only quotes meeting the CNRC’s requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. As a part of their submission, quoters shall provide pricing information. Line Items and Delivery/Performance Information: The period of performance is one year from contract award. Base period of 12 months and three (3) 12-month option periods. LiveEngage software services are needed because of capability and compatibility limitations. CNRC’s N6 Communications and Information Technology Department supports the overarching mission to leverage an inspirational culture to inform, attract, influence and acquire highest quality candidate from America’s diverse talent pool to allow America’s Navy to assure mission success and establish the foundation for sailors to thrive in transformative experiences. In support of this mission, the procurement of renewal software-as-service (SaaS) provider licenses by LiveEngage to function as a proprietary messaging and Conversational AI for Navy Recruiting Command (NRC) Marketing and Advertising Department, Cyber-Space Division to provide NRC agents to connect to potential leads/prospects across all conversational interfaces. NRC requires an open platform with pre-built, future enterprise-grade integrations into back-end systems as well as the ability to work across third-party AI natural language understanding providers (NLU). This feature is paramount to support future integration of NRC mobile applications AI chat bots minimizing the impact of Navy Marine Corps Intranet (NMCI) limitations. NRC requires the capability for a developer to add features or functionality that the platform vendor had not completed or had not conceived of which allows for integration into future conversational channels, providing the ability to expand an asynchronous messaging environment across a broad spectrum of channels and use cases, from traditional sales and customer service, to marketing, social, email and advertising. It is imperative the chat software have this dynamic engagement options for future integration. As a government entity, the Navy must deal with many vendors and computer platforms as critical legacy systems age out and modernize. This modernization increases the complexity of the NRC support model by requiring the support of multiple versions for “compatible” hardware and software. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Interested vendors are encouraged to provide documentation evidencing they are authorized providers of LiveEngage brand products and services.
