The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit, on a total small business set aside basis, for the procurement of turnkey, stationary and portable digital interview recording management system(s) for the Naval Criminal Investigative Service (NCIS). The systems must be able to work effectively in a variety of environments including: (1) NCIS field offices within both the Continental United States (CONUS) and Outside the Continental United States (OCONUS); (2) conflict areas; (3) on ships at sea and out of military vehicles, and (4) other government offices. In addition, the Contractor will be responsible for providing program support services for technical and programmatic functions for fielded equipment. An Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) type of contract will be awarded as a result. It is anticipated that the resultant contract will contain a base period of twelve (12) months with two (2) twelve-month option periods. The procurement is being processed pursuant to FAR Part 12 and FAR 13.5. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 334310 and 750, respectively. Upon its release, the solicitation will be made available electronically on both the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) and the Beta SAM website (beta.sam.gov). A hard copy of the solicitation WILL NOT be made available. Quoters shall be required to submit both price and non-price quotes. All responsible sources may submit a quote which shall be considered by the NAVSUP FLC Norfolk Philadelphia Office. Quoters must be registered in the System for Award Management (SAM) database to be considered for award. The solicitation is expected to be released within 15 days of this posting. The closing date for receipt of quotes will be established in the solicitation.
