The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a Firm Fixed Price type contract for Executive Program Support Services for the Office of the Assistant Secretary of the Navy, Financial Management and Comptroller (OASN (FM and C)), Washington DC. Ironarch Technologies, LLC is the only company who can provide these services at this time. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1). It is anticipated future requirements will be competed. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12. OASN FM and C is requiring a contractor to provide the following services • Support to internal control’s initiatives and implementations and program management support for risk assessments and internal control recommendations. • Support the development and maturation of internal controls, processes, trainings, and configuration of management initiatives • Communication with government stakeholders across OASN (FM and C) for planning and programmatic analytical assessments to improve business processes. • Provide recommendations, policies, tools, and processes that will help improve the DON’s internal control initiatives. It is anticipated that the contract will have a period of performance of 15 May 2021 through 31 January 2022. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 561110 and $8M in annual receipts. However, all challenges to this sole source determination received within 3 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
