The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on a Small Business Set aside basis, a requirement to Court Reporting Services in support of the Bureau of Medicine and Surgery (BUMED) Office of Counsel (00L). Code 00L attorneys represent BUMED in major employment litigation, federal employment class actions, contract disputes, and other matters within the cognizance of the Department of the Navy, Office General Counsel. Court Reporting Services is an essential resource needed to effectively litigate complex cases. These services are currently being provided under IDIQ contract N0018916DZ024. This is a SYNOPSIS for commercial services prepared in accordance with the information in FAR part 12, using Simplified Acquisition Procedures found in FAR 13, as supplemented with the additional information included in this notice. This is an announcement only; a formal solicitation will be forthcoming. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This notice and the subsequent RFQ SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/. The reference number is N0018921QZ091. The proposed contract action is for commercial services, in accordance with the statement of work. The NAICS code is 561492 and the Small Business Size Standard is $16,500,000.00. The solicitation shall contain the official ordering period of 7 May 2021 through 6 May 2026. Upon its release the solicitation will be issued electronically via the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil/). Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. It is anticipated that the solicitation will be released on or after 24 March 2021. The closing date for the receipt of quotes will be set forth in the RFQ. Quoters must be Small Businesses, and must be registered in the System for Award Management to be considered for award. See https://www.sam.gov for further information and instructions. REQUEST FOR INFORMATION: N0018921QZ091 This is a sources sought, request for information (RFI) notice and should not be construed as a solicitation announcement. The submission of this announcement is for the purposes of compliance with FAR 5.205. It is not to be construed as a commitment by the government to procure or compete for any services or supplies. This is NOT an official request for quotes. The Fleet Logistics Center Norfolk, Philadelphia Contracting Office is seeking marketing information, from responsible sources to gain knowledge of potential qualified business sources capable of providing the following same or similar items: Court Reporting Services The Government seeks sources that can provide a court reporter to record depositions, hearings, arbitrations, trials, meetings, interviews and other proceedings, as necessary. The contractor shall provide a transcript of such depositions, hearings, arbitrations, trials, meetings and other proceedings within the prescribed number of days, as required. The court reporter shall record the testimony by stenotype machine with recording backup, or digital recording. The Government is considering an Indefinite-Demand, Indefinite-Quantity type ordering vehicle for this effort, with an ordering period expected to start in early May 2021. The North American Industry Classification System (NAICS) considered for this effort 561492; the SBA business size is $16,500,000. All responsible sources may submit a capability statement, catalog, proposal, or quotation, which shall be considered by the FLC Norfolk Philadelphia Office. Product and company information, and CAGE code must be submitted email to Thomas.jakubowski@navy.mil. Submission shall be received by 5:00 PM, Eastern Time, 8 March 2021 and shall not exceed one (1) 8-1/2 x 11 page for company information and one (1) 8-1/2 x 11 page for each individual item.
