NAVSUP Fleet Logistics Center - Philadelphia Office, intends to solicit and negotiate on a Small Business set-aside basis, Indefinite Delivery Requirements type contracts in accordance with FAR Part 13.5 (Commercial Items) for the acquisition of services to provide all management, supervision, development, and labor to support the Facility Readiness Evaluation System (FRES) Program that will be offered Navy-wide on behalf of the Commander Navy Installations Command (CNIC). FRES gives the Navy the capability to specify unclassified facility readiness and to fully evaluate facility conditions and capacity. In addition, these services provide the current status of facilities for assigned Shore Capability Areas and Shore Tasks while assisting in prioritizing programs and projects and making decisions for the allocation of Navy resources. CNIC is seeking to continue the development and management of the FRES Program that will be offered to program enrollees for the Navy. It is anticipated that the contract will contain a 12-month base period and four 12-month option periods, with an additional option for a six-month period of performance pursuant to FAR 52.217-8. The applicable North American Industry Classification System (NAICS) Code is 541611; size standard $15M.
