The NAVSUP Fleet Logistics Center Norfolk, Contracting Department Philadelphia Office intends to solicit and negotiate a Firm-Fixed Price (FFP) type contract. The purpose of the resultant contract is to provide technical professional support services and subject matter expertise to provide Independent Verification and Validation (IV and V) services on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) Office of Financial Systems (FMS). These IV and V services will focus on modernization and sustainment activities, as well as analyses of service/support acquisition decisions, to ensure compliance with established government and applicable industry standards and best practices. The Contractor shall conduct IV and V services to analyze project deliverables, artifacts, system configurations; and project, risk management, and quality management processes and to verify that implemented solutions are according to defined processes and perform as expected. The scope of work for this IV and V Task Order entails tasks related to work performed by FMS, and FMS contractors and subcontractors supporting modernization and sustainment activities. This requirement will be solicited as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. It is anticipated that the contract will contain a twelve-month Base Year with two (2) one-year options. It is anticipated to make award by 01 April 2021 in order for services to begin 01 May 2021. The Period of Performance is anticipated to be from 01 May 2021 through 30 April 2022 with two (2) one-year options ending 30 April 2024 if all options are exercised in accordance with FAR 52.217-9. The applicable North American Industry Classification System (NAICS) Code is 541611 – Administrative Management and General Management Consulting Services Small Business Size Standard is $16.5M. Solicitation N0018921QZ045 will be made available electronically upon its release at www.neco.navy.mil, no sooner than 15 days after the posting date of this synopsis.
