This is a combined synopsis/solicitation for Xiphos Base Station Maintenance on behalf of the Joint Staff, J6, C5AD. C5AD requires a persistent cellular network telecommunications capability as the core of the Command and Control Integration lab. The lab is critical to C5AD’s mission to technically assess and integrate emerging Commercial of the Shelf (COTs) capabilities as solutions for Operational Commander’s warfighting requirements. The lab contains hardware, software, services, and tool suites in order to assess potential wireless communications architectures, software based encryption communications security solutions, joint and coalition information exchange solutions, conduct radio and spectrum analysis, and integrate complex communications solutions to fill operational commander’s capability gaps. To do this, C5AD’s C3I lab must have the capability to conduct lab and field based technical and operational demonstrations and assessments consisting of multiple communication nodes on fixed installations as well as aerial, and ground based mobile units. The C3I Lab uses various equipment, applications, and services, which are approaching the end of their license, service support, and maintenance warranty Periods of Performance, thus requiring renewal. All items under renewal are required to maintain the networks currently in use supporting multiple C5AD assessment projects. Each communications solution is specifically tailored to meet customer requirements. Changing vendors would incur excessive costs in buying new equipment, create unacceptable delays in project execution timelines, and add an extremely high risk of failure due to injecting unknown and untested equipment into an already developed and built-out architecture.
