NAVSUP FLC Philadelphia intends to solicit on another than full and open competition basis for BOSS software licenses and the associated support for the Joint Staff. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.106-1(b). The Government intends to solicit and negotiate with Tactical Communications Group on a sole source basis. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within two days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received. The NAIC code is 334614. TCG software and systems must interact with the existing JID-TC’s JICO Simulator data link equipment. These TCG produced systems are currently part of the JICO simulator and must properly be maintained by renewing the software licenses to ensure JICO and JID-TC students can produce and display timely and accurate data link track pictures for course completion and certification. Use of another brand would negatively impact the technical operations as JID-TC’s students won’t be able to meet missions goals to support operations and training requirements. Other manufacturers’ products would not be fully compatible nor will interface with the existing framework. BOSS software is the only system that will integrate seamlessly within JID-TC’s infrastructure. BOSS is essential to the Governments requirements and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agencys needs. The BOSS software licenses and the associated maintenance support meets the minimum requirements of the government. Accordingly, only TCG can provide the required brand name software and the maintenance support as a product.
