This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The request for quote (RFQ) number is N0018921Q0520. The Government intends to solicit with Other Than Full and Open Competition as a sole source requirement under the authority of FAR 13.106-1(b)(1). The NAICS code is 238210 and the Small Business Standard is $16.5 million. The proposed contract action is to provide the United States Navy Band (USNB) with professional production services for its Navy Band Birthday Concert. A detailed description of the requirement is provided in the attached Performance Work Statement (PWS). The period of performance is 5 October 2021 – 6 October 2021. Place of Performance: Daughters of the American Revolution (DAR) Constitution Hall 1776 D Street NW Washington, DC 20006 Method of Payment: WAWF This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-07 and DFARS Publication Notice 9/13/2021. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Specific evaluation criteria included in paragraph (a) of the provision is as follows: The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
