NAVSUP FLC Norfolk hereby gives notice of their intent to award a purchase order to Human Resources Certification Institute, INC., 1725 Duke ST STE 400 Alexandria, VA 22314-3470, 52HQ1 on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(I), for purchases not exceeding the Simplified Acquisition Threshold(SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract deem only one source reasonably available. Market Research has revealed this contractor is the only authorized vendor capable of providing the required services. Therefore, the government intends to procure these services on a sole source basis from Human Resources Certification Institute, INC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to complete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
