This is a notice of solicitation prepared in accordance with FAR 5.201 and 5.203. The Contracting Department, Naval Supply Systems Command, Fleet Logistics Center Norfolk, 1968 Gilbert Street, Norfolk, VA 23511-3392 (NAVSUP FLC Norfolk) intends to negotiate a Sole Source, Firm Fixed Price (FFP) type, singlle award contract for industrial size storage structures as required by the NAVSUP Weapon Systems Support (WSS) activity at the Marine Corps Logistics Base Yermo Annex in Barstow, California, and the Cheatham Annex in Williamsburg, Virginia. The Request for Quotation (RFQ) and prospective resulting contract will be performed on a sole-source basis, utilizing procedures under FAR Part 12 - Acquisition of Commmercial Items, and FAR Part 13, Simplified Acquisition Procedures for Certain Commercial Items. The basis for the use of other than full and open competition is that the required items are for incorporation into the existing fleet and must meet the same standards for form, fit, and function as well as mobility requirements using the existing material handling equipment. The required items are manufactured and serviced only by Big Top Manufacturing, Inc. SEE JUSTIFICATION & APPROVAL (J&A) AND RFQ IN ATTACHMENTS. A complete RFQ package is available only by downloading documents from the Government Wide Point of Entry (GPE) at SAM.gov. The North American Industry Classification System (NAICS) code for this acquisition is 332311 - Prefabricated Metal Building and Component Manufacturing, and the Product & Service Code (PSC) is 8340 - Tents and Tarpaulins. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the sam.gov site; this office will not issue hard copy solicitations. The Government reserves the right not to award a contract resulting from a solicitation. By submitting a quotation, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
