The Contracting Department, Naval Supply Systems Command, Fleet Logistics Center Norfolk, 1968 Gilbert Street, Norfolk, VA 23511-3392 (NAVSUP FLC Norfolk) intends to negotiate a Sole Source Firm Fixed Price (FFP) type contract for repairs to industrial shelter covers as required by the NAVSUP Weapon Systems Support (WSS) activity at Cheatham Annex in Williamsburg, Virginia. The prospective Request for Quotation (RFQ) and resulting contract will be performed on a sole-source basis, utilizing procedures under FAR Part 12 - Acquisition of Commmercial Items, and FAR Part 13, Simplified Acquisition Procedures. The basis for the use of other than full and open competition is that the required repairs are for existing items manufactured and serviced only by the Rubb USA manufacturer. SEE SOLE SOURCE JUSTIFICATION IN ATTACHMENTS. A complete RFQ package will be available on or about 14 July 2021 by downloading documents at SAM.gov. The North American Industry Classification System (NAICS) code for this acquisition is 332311 - Prefabricated Metal Building and Component Manufacturing, and the Product & Service Code (PSC) is J054 - Maintenance, Repair, and Rebuilding of Equipment, Prefabricated Structures and Scaffolding. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the sam.gov site; this office will not issue hard copy solicitations. This notice is NOT a request for quotation, and no quotations will be considered or accepted in response to this notice. The Government reserves the right not to award a contract resulting from a solicitation. By submitting a quotation, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
