The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a Firm Fixed Price, 100% Small Business Set-Aside for Lodging and Conference Room Rental Services in support of Naval Service Training Command (NSTC). The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 13.5, Simplified Procedures for Certain Commercial Items; and FAR Subpart 19, Small Business Programs. Services will commence on/around 01 July 2021 and continue through 30 June 2023 for a base year and one option year. The contract will contain the option to extend services in accordance with FAR clause 52.217-8 to allow for performance through 31 December 2023 if exercised. A request for information (RFI)/sources sought notice N0018921Q0157 associated with this solicitation was posted on 04 March 2021 to identify interested sources and to obtain feedback on a draft Performance Work Statement. As a result, of information obtained from responses to the RFI/sources sought notice, this requirement will be solicited competitively as a 100% Small Business Set-Aside. The activity’s small business office concurs with this determination. The NAICS code applicable to this procurement is 721110. The size standard is $35.0 million. The Product Service Code is X1AB. The anticipated award date is no later than 01 June 2021. NSTC requires the contractor to provide guest rooms and conference rooms at the Contractor’s facility. The Contractor’s hotel facility shall provide lodging accommodations, conference rooms, resources (including, but not limited to, facilities, furniture, equipment, supplies, management, supervision and labor), and services for attendees and training staff members consistent with the services provided to other guests under their normal business rules. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available. The expected availability date is April 2021. Once available, the solicitation will be posted to Beta.SAM at https://beta.sam.gov/. All responsible sources may submit a quote that will be considered by the Government. By submitting a quote, the quoter acknowledges the requirement and that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a quoter ineligible for award.
