Interested parties may identify their interest and capability to respond to the requirement or submit quotes. It is anticipated that a sole Firm Fixed Price (FFP) purchase order will be procured utilizing FAR Part 13 to a WOSB. The applicable NAICS and size standard are 334310 and 750 respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a sole source basis support for the Bureau of Medicine and Surgery, Navy Drug and Alcohol Counselor School video lifecycle support upgrades. The Navy Drug and Alcohol Counselor School (NDACS) utilizes a proprietary audio/visual communication system in order to provide high quality training and reduce the attrition of students preparing to become counselors serving the Substance Abuse Rehabilitation Program treatment centers around the world. The original audio/video system was designed and installed by CSG Visual Communications in 2015. The system required a proprietary computer network program in order to effectively integrate the components and provide the required services. The system is also fully integrated into the classroom projection system as well as the group training rooms. This requirement is for an upgrade to current components and not a complete new system. As such, only CSG is capable providing the required services. This is a combined SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 5.2, using Simplified Acquisition Procedures for purchase orders at FAR Part 13 and FAR Part 12 Acquisition of Commercial Items. The proposed firm, fixed-price action is for services for which the Government intends to solicit and negotiate with only one source as a SAP action under FAR Part 13. CSG Visual Communications, a WOSB, is the only known source to support this requirement due to the proprietary system. The period of performance will commence on or around 28 September 2021 for a period of four months. This announcement consists the only solicitation, a written solicitation will not be issues. This notice of intent is not a request for competitive quotes. This is the only RFQ for this requirement, it includes all the terms and conditions as well as applicable FAR, DFARS and NMCAR clauses and provisions with respect to the anticipated purchase order. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
