SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This synopsis does not constitute a request for a proposal/quotation, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal solicitation. 1.0 Description The purpose of this Sources Sought Notice is to identify potential sources to provide Naval Education and Training Command (NETC), Pensacola, Fl., with contractor support to provide services necessary for NETC’s Learning Centers to obtain/maintain current Higher Education Accreditation. Locations of NETC detailed in Attachment 1 to this notice. See the attached Performance Work Statement (PWS) for a complete description of the requirement. A Firm Fixed Priced (FFP) contract consisting of a twelve-month base period and four, twelve-month option periods is anticipated. The base period is anticipated to begin 30 September 2021 and continue through 29 September 2022. If all options are exercised, the contract would expire on 29 September 2026. The current requirement is being satisfied under a sole source awarded contract N0018919PZ06, Firm Fixed Price (FFP) type contract. The contract was awarded to Council on Occupational Education, Inc. (COE) with a period of performance as a base period of twelve-and one twelve-month options period. 2.0 Requirements Sources Sought Notice responses are only being requested from Vendors verified as Accreditation Agencies registered with the Department of Education at this time. It is anticipated, that this requirement, if solicited, will be under NAICS code 611710. 3.0 Requested Information It is requested that interested parties respond to this source sought posting via email to Jacob.Gephart@Navy.mil, no later than 4:00PM EST Wednesday, 17 March 2021. Responses from interested parties shall include the following information: 1. Confirmation of Registration with the Department of Education 2. Company name, address, and point of contact with corresponding phone number and e-mail address 3. DUNS number, Cage Code, business size and classification 4. Capability statement displaying the contractor’s ability to provide ALL the required services described in the attached Performance Work Statement (PWS). The capability statement is to include past performance information. If past performance information is provided, include only relevant past performance on the same/similar work within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount; capacity performed (Prime or Sub); contract period of performance; description of the relevant services provided AND the relevancy of the services to the requirement; and a customer point of contact with corresponding telephone number and e-mail address (up to two references). Relevant past performance is past performance of the same or similar scope and magnitude to the described requirement. 5. Submissions are not to exceed five (5) typewritten pages in no less than twelve (12) font size. All comments/ideas will be considered, although any questions/comments/ideas will not be responded to directly. The goal of such feedback is to determine if a) a small business concern would be able to perform as a prime contractor, or b) any other sources other than the incumbent would be able to perform as a prime contractor. 4.0 Summary This is a SOURCES SOUGHT NOTICE ONLY and is not a pre-solicitation notice or solicitation for proposals/quotations.
