The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, awarded a Firm-Fixed-Price (FFP) delivery order to Mid-Atlantic Business Communications Inc. on a limited source basis. This acquisition was conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. The justification for limiting sources is (iii) - The item is peculiar to one (1) manufacturer, which is Avaya Federal Solutions Inc. under FAR Part 12 “Acquisition of Commercial Items” and FAR Subpart 13 “Simplified Acquisition Procedures”. This acquisition is for the upgrade of the existing Avaya phone system utilizing the existing cable and wiring to allow for the installation of an intercom system and to integrate a paging system. This is an important upgrade as this is required so that ATAC is able to page employees from a hand set and so employees are able to hear audible messages broadcast over the speaker system in the event of an emergency. It was found that the required products and services can be met under the Avaya Federal Solutions Inc GSA IT Schedule which has 17 vendors, 12 of which are small businesses.
