This announcement constitutes a Sources Sought for implementation and planning purposes. Naval Supply Center (NAVSUP) Fleet Logistics Center (FLC) Norfolk’s intent of this announcement is to identify qualified and experienced sources for a contract vehicle that will provide Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) programs and DoN Rapid Innovation Fund (RIF) program contractor support services for NAVSUP Headquarters, Innovation/Research& Development group. The contractor will develop and maintain administrative documents for all Research & Development (R&D) programs, Identify and assess potential research areas and technologies that can significantly improve performance, reduce cost, or accelerate the introduction of warfighting capabilities that align with NAVSUP’s mission. Conduct industry outreach related to high priority NAVSUP modernization areas in support of the DoN’s mission. Connect acquisition programs with technologies that meet gaps (tech pull); connect promising technologies with target acquisition programs (tech push)and administratively supports the government evaluation process (SBIR and RIF portals) as defined in the attached Performance Work Statement (PWS). NAVSUP is interested in companies that have direct experience and expertise in the field of SBIR/STTR Program Management. The company and its employees will be expected to perform these functions on the onset of performance. No training will be provided. This announcement constitutes a sources sought for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from this announcement. This announcement is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The anticipated NAICS Code is 541611 – Administrative Management and General Management Consulting Services, and the size standard is $16.5M. The Government has not yet determined whether an existing strategic source vehicle will be used to satisfy this requirement. Respondents should provide their business size in the NAICS. Responses to this Sources Sought request should reference N00189-20-X-XQ019 and we request responses to the following questions: Company name, address, point of contact name, phone number, fax number and email address. Contract and Government Entity (CAGE) Code. If the services can be solicited from a GSA Schedule, GWAC or a Strategic Source vehicle, provide the GSA/GWAC contract number/Strategic Source vehicle number. Size of business – Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Service Disabled Veterans-owned. A rough estimate of pricing. Capability statement displaying the contractor’s ability to provide the services. Include any other supporting documentation. Comments or suggested changes to the Government NAICs Determination. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project.
