Your response to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges to the Government's use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received by the Government for this Sources Sought. The information provided by contractors may be used by the Navy in developing its acquisition strategy, Statement of Work and/or Performance Specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought notice or to otherwise pay for the information submitted in response to this Sources Sought notice. Background: The Fleet Logistics Center Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes, in an effort to derive a contract vehicle that will provide HVAC contractor support services to carry out the replacement of the existing chilled water system that supports the Close In Weapon Systems (CIWS) maintenance training. This requirement will support the Center for Surface Combat Systems (CSCS) at Naval Air Station Oceana Dam Neck Annex, building 543. The attached draft Statement of Work (SOW) addresses the equipment, materials, labor, and coordination requirements to enable CSCS to provide mission essential CIWS maintenance training. At this time, this SOW is not finalized and may be revised prior to the publication of the solicitation. The purpose of this sources sought notice is to identify authorized and verified sources of supplies/services for an anticipated Firm Fixed-Price contract under NAICS code 238220 that has a size standard of $15M. The proposed contract vehicle will provide all the required supplies and support services. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought Notice for Information Only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Please see the attached draft PWS to review required tasks, basic qualifications, and deliverables. Responses to this sources sought notice shall reference the sources sought number N0018920X0004 and shall include the following information in this format: 1. Company name, address, Point of Contact Name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Size of Business - Large Business, Small Business, 8(a), HubZone, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, and/or Service Disabled Veteran-Owned Small Business. 4. Capability statement displaying the contractor's ability to provide the minimum requirements of the Statement of Work to include past performance information and ability to interface and provide the required equipment. 5. Include any other supporting documentation to include your GSA contract number and contracting experience under GSA task orders awarded, task order number, award date, period of performance/lead time for delivery, sub or prime, and brief description. 6. Identify an estimated unit price for the required supplies and services: a. (2) 20 ton chiller units b. (4) pumps c. Demo equipment e. Wire/safety/conduit/cutout boxes f. Interior piping g. Miscellaneous equipment h. Labor 7. Provide any questions, comments, feedback regarding the draft PWS, planned contract type or any other associated information. 8. Documentation of technical expertise/HVAC Certifications must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise, qualification, and experience to compete for this acquisition. Standard company brochures will be reviewed. Submissions are not to exceed (5) type written pages in to less than 10 point font. Responses should be emailed to inga.love@navy.mil by 3:00pm on Wednesday 17 June 2020. Again, this is not a request for a proposal. Respondents will not be notified of the results and the Government is not required to answer any questions submitted in regards to this sources sought notice.
