The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia intends to solicit a firm fixed price order on a competitive basis under the authority of FAR 19.805. This requirement will be set aside 100% for those firms in SBA’s 8(a) program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The applicable NAICS code for this requirement is 561110 and the size standard is $8.0 million dollars. The proposed contract action is for services for which the Government intends to compete in accordance with FAR 19.805 and FAR Part 15 – Contracting by Negotiation. Interested persons may identify their interest and capability to respond to this pre-solicitation synopsis posting no later than 26 February 2020. The scope of the work required is described below: The objective of this PWS is to provide program management and Identification Card Administration (ICA) support for NPC at Defense Enrollment Eligibility Reporting System (DEERS) and Real-time Automated Personnel Identification System (RAPIDS) Sites across OCONUS. The contract shall support NPC by verifying the identity and eligibility of authorized DoD beneficiaries, issue DoD Identification Cards and perform DEERS updates in accordance with DoD regulations, BUPERSINST 1750.10D, and AFI 36-3026. All RAPIDS facilities with on-line access to DEERS will issue CACs with and without the chip, Volunteer Logical Access Card (VoLAC), and DD Forms authorized by DoD instructions for eligible sponsors and beneficiaries when they are not otherwise restricted by the system, and they: (1) are enrolled in DEERS, or; (2) are not enrolled in DEERS but provide legal documentation to establish eligibility; or (3) provide a properly verified DD Form 1172-2, Application for Identification Card/DEERS Enrollment from the sponsors parent uniformed Service or DoD agency RAPIDS facility.
