The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract for support for the NAVSUP WSS Price Fighters Department. The Government intends to solicit this requirement through full and open competition using the procedures in FAR Part 15. This requirement will be solicited as a single award CPFF IDIQ type contract that contains terms and conditions for the placement of either CPFF or FFP orders. Services are required for engineering and technical support for the NAVSUP WSS Price Fighters Department in the areas of: (1) Engineering-based cost analysis of spare parts and repairables including Should Cost Analysis; (2) Technical data package development/technical review; (3) Engineering-based cost analysis of weapons systems, repair processes, and logistics analysis; (4) Price Challenge which includes investigating excessive price increases, technical/supply data development, source development, technical research studies, alternate sourcing, and market research studies; (5) Industrial and system engineering, integration, integrated logistics support; and (6) Training which includes providing commercial off-the-shelf or customized training packages to meet specific agency needs related to management, organizational and business improvement services. It is anticipated that the contract will contain a five-year ordering period. The applicable North American Industry Classification System (NAICS) Code is 541330.
