The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a full and open multiple award, indefinite-delivery, indefinite-quantity-type contract with firm-fixed-price provisions for Lodging Support Services in support of Commander, Naval Service Training Command (NSTC) Great Lakes, IL for Navy reporting recruits. NSTC is charged with temporarily lodging recruits while they are in transient between Military Entrance Processing (MEPs) and Recruit Training Command during the Coronavirus (COVID-19) Pandemic. The Government will solicit and award using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation; and FAR Subpart 16.5, Indefinite-Delivery Contracts. In accordance with FAR 19.503, the contracting officer intends to reserve one or more contract awards under this full and open multiple-award procurement for small businesses. Services will commence on/around 10 May 2020 and continue through 09 May 2021 for a one-year basic ordering period. The NAICS code applicable to this procurement is 72110. The size standard is $35 million. The Product Service Code is V231. The anticipated award date is no later than 10 May 2020. This requirement is in support of the Recruit Training Command (RTC). RTC has been directed to continue recruit training in the COVID-19 pandemic. The Chief of Naval Personnel (CNP) has directed the Commander, Naval Service Training Command (Higher Echelon to RTC) to establish off-base commercial hotel facilities in order to allow a 14-day observation period for newly enlisted personnel prior to them reporting to recruit training in order to ensure they are not infected with the COVID-19 virus. Naval Station Great Lakes facilities have exceeded their normal maximum occupancy level and cannot provide brick and motor structures to meet this requirement. RTC requires commercial berthing facilities capable of handling up to 1,232 reporting recruits per week and 40 RTC Staff members to provide oversight of the incoming reporting recruits and complies with the Performance Work Statement (PWS). Rooms shall be able to accommodate a minimum of two and no more than three recruits each requiring a separate bed. Rooms for the RTC staff members may be either single or double occupied. The total number of rooms needed is approximately 636 rooms per night ((1,232 / 2 = 616) + (40 / 2 = 20) = 636). With overlapping requirements as recruits arrive weekly and recruits are required to undergo a 14-day observation period, the Government will need the capacity to house a maximum of 3,816 personnel at once in 1,908 rooms. Commander, Naval Service Training Command has advised to plan for this requirement to be needed up to a year. The primary place of performance is Great Lakes, IL; however, responsible vendors shall be within a 15-mile radius of NSTC to be considered for award. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available. The expected availability date is 29 April 2020. Once available, the solicitation will be posted to this site (beta.SAM.GOV, https://beta.sam.gov/). All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
