THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit Countertrade Products Inc. on a sole source basis for the acquisition of GETEC stationary Interview Management Systems, Portable Mobile Devices including Body Worn Cameras and protective carry-case, installation of stationary systems, and Program Management in support of the Naval Criminal Investigative Service (NCIS), Quantico, VA. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with Countertrade Products LLC as they are the sole reseller of the GETAC line of products to be purchased that can provide the products as well as the installation of the stationary systems and program management required. GETAC is the only Original Equipment Manufacturer (OEM) to offer both a stationary interview system as well as a portable interview system, which includes unobtrusive body worn cameras and comes in a protective carry-case, which are both needed to meet NCIS mission requirements by working in a variety of locations including NCIS field offices within both the Continental United States (CONUS) and Outside the Continental United States (OCONUS) and in different field environments and situations, including interviews with sexual assault victims and in areas of conflict, on ships at sea, out of military vehicles, and at terrorists events. Only GETAC offers a portable mobile device including body worn cameras that are needed to conduct in-field investigations and operations and are certified in accordance with U.S. Military Standard (MIL-STD) -810G and stored in Ingress Protection (IP) level- IP68 for protection against austere environments. The mobile units offered by GETAC come with body worn cameras, which will provide NCIS with 90+hours of secure encrypted recording time. The GETAC body-worn type devices have internal and encrypted storage, are data secure through software and user credentials, and proven to integrate with the mobile unit to allow for the data to be burned to a DVD. This is essential as the body worn cameras cannot be connected to a network to download the data. An indefinite delivery, indefinite quantity (IDIQ), firm-fixed price (FFP) type contract is anticipated with a base period of twelve (12) months and two (2) twelve-month option periods. The applicable NAICS code is 334310. The size standard for this NAICS code is 750. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
