The Naval Supply System Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit to Mac Business Solutions, Inc. on a sole source bases for their Device as a Service solution which will provide 1,800 iPhone 11 (124 GB) devices, Apple-care warranty/support coverage for each device, Mobile Device Management (MDM) software and multi-tier year (24/7/365) MDM technical support coverage, on behalf of the Naval Criminal Investigative Service (NCIS), Quantico, VA. Mac Business Solution, Inc.’s Device as a Service solution is uniquely capable of providing the required iPhones, Apple-care coverage, universal MDM software and multi-tier MDM technical support coverage. As part of this technical support coverage, the contractor is required to provide 24 hour, 7 days a week, 365 days of the year (24/7/365) support via phone, email or chat, user training, device management and problem resolution. The contractor will also provide tagging, shipping, and will activate all of the devices for NCIS, and will input and manage all the devices in the MDM software. Mac Business solution is the only firm capable of meeting the Government’s minimum requirement. The statutory authority permitting other than full and open competition is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the Special Rules for Commercial Items, as implemented by FAR 13.501(a). The North American Industry Classification System (NAICS) Code is 334220 with a size standard of 1,250 Employees. It is anticipated that the resultant solicitation will be issued to Mac Business Solutions, Inc. on a sole source basis using simplified acquisition procedures for certain commercial items (SAP-Cl), as implemented by FAR Subpart 13.5, with the intent to award a firm-fixed price (FFP) contract. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Contractor must be registered in the System for Award Management (SAM) website (www.sam.gov) in order to be considered for award.
