The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit Global Linguistic Solutions, LLC on a sole source basis for the acquisition of Category 2 Level Balouch (Balochi) and Urdu language linguistic/translation and interpretation services in support of the mission and operational requirements of the NCIS Middle East Field Office (MEFO), Transnational Crimes Unit (TCU). The procurement is being processed through other than full and open competition pursuant to the statutory authority of 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with Global Linguistic Solutions, LLC as they are the only provider that can offer the required Category 2 Level Balouch (Balochi) and Urdu language linguistic/translation and interpretation services to support the NCIS MEFO TCU Area of Responsibility (AOR), which includes the Kingdom of Bahrain, U.S. Central Command (CENTCOM) and U.S. Africa Command (AFRICOM) territories as well as offer the required workers compensation insurance in accordance with the Defense Base Act Statute. It is anticipated that the resultant contract will contain a base period of twelve (12) months with one (1) twelve-month option period. A Firm-Fixed Price (FFP) type of contract will be awarded as a result. The applicable NAICS code is 541930. The size standard for this NAICS code is 8.0 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
