This is a COMBINED SYNOPSIS/SOLICITATION for commercial items to be procured on a sole source basis with the Society of Women Engineers (SWE) for recruiting and outreach events directed towards females with science, technology, engineering and mathematic (STEM) career paths. This requirement will be processed in accordance with FAR part 12 and using Simplified Acquisition Procedures for commercial items found in FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil/ ) and uploaded onto beta.SAM. The RFQ number is N00189-20-Q-Z419. It is the contractor’s responsibility to be familiar with the necessary applicable clauses and provisions. The associated NAICS code is 813920 and the Small Business Standard is 16.5 millions of dollars. The SWE membership will provide NRC a (1) year Corporate Partner Council (CPC) membership with numerous benefits including, but not limited to; Unlimited year-round access to SWE’s online Career Center, both for posting jobs and searching the resume database, access to a robust membership consisting of more than 100 professional sections, 300 collegiate sections, and members-at-large in all engineering and technology disciplines, executive speaking engagements and opportunities to nominate Admiral and/or other engineering leaders for a podcast and additional opportunities for blog post series on women in the Navy. This combined synopsis/solicitation is NOT a request for competitive quotes. SWE is the only vendor that can satisfactorily support this requirement. The estimated period of performance for this requirement is from 15 September 2020 through 14 September 2021. A Firm Fixed Price type contract will be issued as a result of this solicitation. The Government intends to make award on a sole source basis with SWE; the only vendor that can satisfactorily support this requirement. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Wide Area Work Flow will be utilized for payment under this contract. This announcement will close at 1600 on 21 August 2020.
