This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12, using Simplified Acquisition Procedures under FAR part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE), located at Contract Opportunities at beta.SAM.gov. The RFQ number is N0018920QZ396. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-101 and DFARS Change Notice20200605. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov. The NAICS code is 541511 and the Small Business Standard is $30.0 million. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate for a firm-fixed price contract, on a Sole Source Brand Name under the authority of FAR 13.106(1)(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAVSUP FLC Norfolk, Philadelphia Office intends to procure support/maintenance services for the software Subversion, and its client Tortoise SVN. The government has the software tool Subversion, and it’ client software Tortoise SVN currently installed; therefore, the maintenance is exclusive to the brand name Subversion and Tortoise SVN services provider. Maintenance/support for the software is required for approval of the tools by the Navy Functional Area Managers (FAMs). Subversion is an open source, version control system, used to maintain current and historical versions of files such as source code, web pages, and documentation. Tortoise SVN is a Subversion client software, implemented as a Microsoft Windows extension that helps manage the Subversion source code. Both work together to provide configuration management enhancements in the source, revision, and version control of software source code and documentation artifacts for OPNAV N1, N10. The period of performance (POP) is from 8/1/2020 through 7/31/2021 with four (4), one (1) year option periods thereafter. This announcement will close at 9 AM EST on 30 July 2020.
