The Naval Supply System Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit on a 100% Small Business Set-Aside basis for Cyber Intelligence Analytical Support on behalf of the Naval Criminal Investigative Service (NCIS), Quantico, VA. As part of this support, the contractor will be required to provide an onsite Cyber Intelligence Analyst to integrate commercial Cyber Threat Intelligence into the United States Navy’s daily cyber intelligence process and workflow. Working with NCIS Cyber Directorate, the contractor will be responsible for bringing a mission focus that continuously identifies new performance methods, processes, and procedures for applying information technology to improve NCIS’ mission performance. In addition, the contractor will be required to conduct an array of strategic tasks and provide recommendations to improve and enhance NCIS’ threat intelligence more efficiently. The on-site analyst will leverage the contractor’s methodologies, approaches and tools to stay current on the latest research, tactics, techniques, and procedures to identify trends and anomalous activity, while forecasting threat actor activity. Coverage is required for a period of twelve (12) months beginning 01 September 2020 or date of award, whichever is later. Contractor personnel must be eligible AND adjudicated to the Top Secret (TS)/Sensitive Compartmented Information (SCI) level at contract start. The North American Industry Classification System (NAICS) Code is 334118 with a size standard of $27.5M. It is anticipated that the resultant solicitation will be issued on a 100% small business set-aside basis, using simplified acquisition procedures for certain commercial items (SAP-Cl), as implemented by FAR Subpart 13.5, with the intent to award a firm-fixed price (FFP) contract. It is anticipated that the solicitation for this requirement will be posted on or about 18 August 2020 to the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) and the beta SAM website (https://beta.sam.gov/). The closing date will be established in the solicitation. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Vendors will be required to submit a non-price (technical) and price proposal. The Government anticipates that the resultant contract will be awarded on a best value basis where the vendors non-price (technical) proposal will be considered more important than the price proposal. Interested parties are responsible for monitoring the aforementioned website for the posting of the solicitation and any amendments thereto.
