The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department Groton Office, Groton, CT 06349, intends to award a single award contract with firm-fixed-price provisions for Galley Equipment Preventive Maintenance and Repair Services in support of Naval Station Newport at Newport, RI and Naval Submarine Base New London Groton, CT, in accordance with the Performance Work Statement (PWS) incorporated within the RFQ. This is a synopsis for commercial services prepared in accordance with procedures of FAR Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Test Procedures with Firm Fixed Price Provisions. The Government contemplates a Firm Fixed Price contract with a 12-month Base Year and four (4) 12-month Option Year periods resulting from the solicitation. FAR clause 52.217-8, Option to Extend, will be included and will be initiated as an option, if warranted by the resultant contract. A sources sought notice (number N0018920QG109) associated with this solicitation was posted on 25 June 2019 to identify interested sources and to obtain feedback on a draft Performance Work Statement. As a result of information obtained from responses to the sources sought notice, this requirement will be solicited competitively in an unrestricted environment (Full and Open). The activity’s small business office concurs with this determination. The NAICS code applicable to this procurement is 811412.The anticipated award date is no later than 30 September 2020. Services will be required both at Naval Station Newport, Newport RI and Naval Submarine Base New London Groton, CT. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. The expected availability date is at the third or last week of August 2020. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a “submit bid” button next to the solicitation number. DO NOT use the “submit bid” button on NECO to submit a quote. All responsible sources may submit a quote that will be considered by the Government. By submitting a quote, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. This is a Sources Sought Notice ONLY. There is NO SOLICITATION available at this time. The synopsis is issued for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10.
