Notice of Intent to Award a Sole Source Contract. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to procure laser diode system with Coherent Incorporated 5100 Patrick Henry Drive Santa Clara, CA 95054. The instant requirement is being processed through other than full and open competition under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The Government intends to solicit and award to Coherent Incorporated on a sole source basis, since they are the only known source with capability of satisfying the government’s minimum requirement at this time. THIS NOTICE IS NOT A REQUEST FOR COMPETIVE QUOTATIONS. A request for quote will be available for download on or about 11 May 2020 under RFQ number N0018920Q0277 at the following website: beta.sam.gov This action will be solicited on a sole source basis under FAR Part 12 “Acquisition of Commercial Items”, in conjunction with FAR Part 13 “Simplified Acquisition Procedures”. This action will result in a firm fixed-price award type contract. Delivery location is United States Naval Academy, Annapolis, Maryland 21402. This announcement will close on 12 May 2020, 04:00 PM Eastern time. Responses may be submitted to Rashida Kelley who can be reached at email rashida.kelley@navy.mil. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/ . All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The applicable North America Industry Classification System (NAICS) code is 334515 and size standard of 750 employees. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award.
