RFQ Number N0018920Q0260 The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, firm fixed price contract for Chaplain Religious Enrichment Development Operation (CREDO) services in support of Commander, Navy Region Europe, Africa, and Southwest Asia (CNREURAFSWA) Religious Programs. The Government will solicit and award on an unrestricted basis using the policies and procedures in accordance with FAR Part 12 and Subpart 13.5. Services period of performance will be 9 September 2020 through 8 September 2021 for the base period. The contract will include a base year, plus three 12 month option periods and FAR Clause 52.217-8 “Option to Extend Services.” The NAICS code applicable to this procurement is 813110. The size standard is $8 million. The Product Service Code is G002. The anticipated award date is no later than 15 August 2020. The Chief of Naval Operations (CNO) characterizes the Chaplain Religious Enrichment Development Operation (CREDO) as a “Family Readiness Program”. OPNAVINST 1738.1 provides specific policy guidance for CREDO programming. This directive aptly characterizes CREDO as “not faith-specific” but “spiritual in nature which refers to that which gives meaning and purpose to life, or to the practice of a philosophy, religion or way of living.” CREDO programming is a specialized aspect of Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) Religious Programs that promotes a culture of moral leadership and assists commanders and commanding officers with their responsibility for taking care of naval service members; as well as, individual and family resiliency to withstand the stresses of military life. Places of performance are: Naval Support Activity (NSA) Naples, Naval Air Station (NAS) Sigonella, Naval Station (NAVSTA) Rota and Naval Support Activity (NSA) Bahrain The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available. The expected availability date is at the mid-month of May 2020. Once available, the solicitation will be posted to this site Beta.SAM (Beta System for Award Management, https://beta.sam.gov/). The Beta.SAM website has a “submit bid” button next to the solicitation number. DO NOT use the “submit bid” button on Beta.SAM to submit a quote. All responsible sources may submit a quote that will be considered by the Government. By submitting a quote, the quoter will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a quoter ineligible for award.
