This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N0018920Q0144. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-04 and DFARS Publication Notice 2020 It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 336611 and the Small Business Standard is 1250 employees. The proposed contract is 100% set aside for small business concerns. The Small Business Office concurs with the set-aside determination. The Government intends to award a Firm Fixed Price (FFP) contract action from this solicitation. The Fleet Logistic Center Norfolk requests responses from qualified sources capable of providing: All materials and labor for the USS MESA VERDE’s Barber Shop Habitability Improvement. Interested Vendors will meet with ship’s representative and the contract specialist at the the NASSCO pier. Interested Vendors are required to arrive at 2:00 PM (EST) and will be escorted to the site at 2:15 PM (EST). A state ID is required to access the site visit. There is a three (3) person limit for each interested vendor. Do not proceed onto ship without escort of the contracting officer and ship’s escort. Vendors not present for the site visit will not be considered. Vendors must provide their own personal protective equipment (PPE), including hard hat, safety goggles, and hard-toed shoes for the site visit. Provide yourself adequate time to arrive to the site visit location on time. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and determination of responsibility. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. All quotes shall include price(s) showing materials and labor, FOB destination, a point of contact, name and phone number, and payment terms. The quote must include a completed version of the attached Pricing Sheet and acknowledgement that any and all amendments to the solicitation have been reviewed. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables within the Period of Performance, as specified in the attachment, Statement of Work (SOW). Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
