The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to negotiate a Firm Fixed Price, Sole Source contract with FLIR Unmanned Ground Systems, Inc. for the required services for Robot Repair Services for Explosive Ordnance Disposal Expeditionary Support Unit Two (EODESU TWO) using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The NAICS code applicable to this procurement is 811219. The size standard is $22 million. EODESU TWO requires contract service to repair 18 damaged robotic systems to full mission capability IAW 110 FirstLook Maintenance and Repair Manual revision .5 or later, 310 SUG-V Maintenance and Repair Manual, and 510 PackBot Maintenance and Repair Manual revision B.4 or later. Problems with these systems include: inability to charge integral batteries, non-functioning camera assemblies, radio failures, critical circuit board failures, missing critical components, broken antennas, damaged controller housings and robotic arms and joints that will not function. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. The RFQ will be posted on or before January 23, 2020.
