This is a non-personal services requirement for instructors to develop and teach the Navy's Above Ground/Underground Storage Tank Safety Manager Course (No. A-493-0217) to US uniformed personnel and civilians at government facilities in both CONUS and OCONUS locations. This requirement supports the Naval Safety & Environmental Training Center's mission to provide cricital knowledge, skills, and abilities to eligible participants. This requirement is set aside exclusively for participation by small businesses. The Government intends to award a 5-year, single-award IDIQ contract with task orders as a result of this solicitation. The PSC for this requirement is U099 and the NAICS is 611430. This requirement will be processed under FAR Subpart under FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items. The Government intends to award a Firm Fixed Price, 100% Small Business Set-aside contract for Above Ground/Underground Storage Tank Manager Course to Armed Forces personnel for Naval Safety Center and Environmental Training Center (NAVSAFENVTRACEN). The resulting contract will have one base year and four option years under NAICS code 611430. This office will no longer issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
