The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to procure library database software subscription with Lyrasis Incorporated. The instant requirement is being processed through other than full and open competition under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. The Government intends to solicit and award to Lyrasis Incorporated on a sole source basis, since they are the only known source with capability of satisfying the government’s minimum requirement at this time.
