The Office of the Special Assistant for Legislative Matters to the Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) and Chief of Naval Personnel has a requirement to evaluate web-based Congressional/Legislative products capable of providing timely access to detailed information regarding activities in the U.S. Congress that impact Navy manpower, personnel, training and education (MPT and E) programs, policies and budgets. Such a commercially procured product is necessary to provide access to detailed information that is not readily available through other means, including: • Biography information of individual Members of Congress and committee/subcommittee assignments • Introduction and progression of bills throughout the entire legislative process including all amendments • Scheduling and proceedings of committee oversight hearings, witness statements and hearing transcripts • Access to reports of Congressional committees and the Congressional Research Service • Scheduling of hearings committee markup sessions • Congressional news alerts The product to be provided by the vendor must offer: • Real-time bill monitoring and the ability to track draft authorization and appropriations. Access to full legislative status and histories as far back as possible, but, at a minimum, prior to September 11, 2001, with access to amendment text, markup coverage, news, analysis, related government documents, etc. • Coverage of open committee and subcommittee markup as far back as possible, but, at a minimum, prior to September 11, 2001, including analysis on debates and discussions as well as amendments, roll-call vote breakdowns, links to amendment text and voice vote outcomes. New markup reports must be available within 24 hours of markup and the database must be searchable and capable of providing alerts by keyword(s), bill(s), member(s), committee(s), subcommittee(s), subject(s), committee type, event/action date and appropriation bills. • Verbatim transcripts of Congressional hearings including the Q and A between members and agency, private sector and interest group witnesses. Transcripts must be full-text searchable and capable of providing alerts by keyword, bill number, member, committee, event/action date, committee type, publication date, appropriation bills and fiscal year, with an archive of content as far back as possible, but, at a minimum, prior to September 11, 2001. • Access to Congressional Research Service (CRS) Reports published as far back as possible, but, at a minimum, prior to September 11, 2001, available within five business days of being published by CRS, searchable and capable of providing alerts in full-text, by keyword(s), bill(s), publication date, report category, report number, appropriation bills and fiscal year. • Searchable database of bill summary reports for major legislation archived as far back as possible, but, at a minimum, prior to September 11, 2001, to include bill synopsis, key highlights, background information and an outlook. Subscriber must be able to make up to five custom requests per contract term for bill analysis reports to be created by the vendor. • Routine reports (daily, weekly) focusing on House of Representatives floor activity and actions, and Congressional news and analysis of the federal authorization and budget/appropriations. Processes, capturing government documents, charts, transcripts, markup coverage and event information. The publication must have a searchable archive of past stories dating as far back as possible, but at a minimum, prior to September 11, 2001. • Event information for past, current and future events including the House of Representatives, the Senate, the White House and Federal Departments and Agencies. Event listings must include dates, times, locations, agendas, contact information and witnesses when available with a searchable archive as far back as possible, but at a minimum, prior to September 11, 2001. • The capability to create and save custom lists by keywords and phrases, bill lists, law lists, member lists, vote lists, committee and subcommittee lists, which are automatically updated to reflect everywhere that list has already been used, and which provides the capability to build custom lists. • The capability to create custom email alerts keywords, bills, committees, subcommittees, and members, and which have the capacity to receive new information pertinent to their interest areas in real-time.
