This is a sources sought notice to determine the availability of potential small business sources capable of providing services in support of the Department of Navy Bureau of Medicine and Surgery’s (BUMED) Information Management and Technology program. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SOURCES SOUGHT REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. The Navy Bureau of Medicine and Surgery (BUMED) Information Management and Technology (IM and T) is a Navy Medicine Echelon II organization to meet evolving Information Technology (IT) and Information Management (IM) related requirements. IM and T is procuring technical and consultative services in the support of its function. IM and T includes all IM and T headquarters functions residing at the Headquarters of Navy Medicine (BUMED) located in Falls Church, VA. IM and T provides governance, strategic planning, and direction to facilitate the timely access, sharing, and protection of medical information. Programmatically, IM and T executes its strategic goals, mission and vision at the BUMED HQ. IM and T is accountable for providing technical and functional subject matter expertise as it relates to IM and T to the Deputy Surgeon General (DSG) and Surgeon General (SG). IM and T must maintain a team which will be leveraged to support and inform Navy Medicine Leadership. IM and T is responsible for developing Navy Medicine IM and T policy; standardizing Navy Medicine IM and T processes; supporting the rationalization of the Navy Medicine IM and T portfolio; validating Health Information Technology (HIT assessments and cost estimates; and overseeing and improving compliance and implementation of HIT throughout Navy Medicine. In addition, IM and T advocates on behalf of Navy Medicine to the Defense Health Agency (DHA) Health Information Technology Directorate on HIT related issues to enhance Navy Medicine’s ability to meet the mission. The IM and T is made up of three directorates: 1. Capabilities and Requirements Management 2. Resource Management and Communications 3. Enterprise Operations Management Basic Requirements. Contractor support is required to provide technical and consultative services to assist the IM and T in achieving its goals and objectives. This Performance Work Statement (PWS) specifies the tasks to be performed, deliverables to be provided, and performance objectives to be met in support IM and T. Specific tasks are broken out by directorate below in furtherance of this requirement. IM and T On-Site Lead/Administrative Support. The contractor shall provide general project management and administrative support to the IM and T. This support shall include, but not be limited to planning, scheduling, and necessary coordination of activities internal to the IM and T consisting of on-site Lead duties and Administrative Support. For on-site lead support of this effort: The contractor shall assist the COR in the development of annual spend plans for contract staff execution. The contractor shall provide weekly metrics (outlined in the attached Quality Assurance Surveillance Plan). Capability and Requirements Management Directorate (C and RM) of IM and T. C and RM is a critical link between the business owner and the DHA. C and RM will help ensure IT and non-IT domain gaps are addressed, and the functional voice is heard in the acquisition process for IT. C and RM will also help to insure that the voice of the “functional” community leads the integration of new IT into the workplace, and helps to achieve a more efficient and integrated HIT environment in support of the integrated MHS. The GL will serve in the role as the capability manager. The purpose of the Capability Manager (CM) is to represent and liaise with the functional communities and users in the processes necessary for managing the HIT portfolio Resource Management and Communication Directorate (RM and C) of IM and T. The Resource Management and Communications Directorate Director provides tasking, oversight, and delivery of all RM and C work products; manages the Division’s support contracts; and is accountable for Navy Medicine BAG4 budget formulation and management, strategic planning and workforce development. RM and C, with support and coordination from all other Directorate directorates, will lead all strategic planning initiatives for IM and TIM and T. RM and C assures all policy documents released by the directorate are of sufficient quality and consistent in message. RM and C also oversees and manages the IM and TIM and T resources for Navy Medicine. The resource management responsibility applies to both internal directorate contract resources, as well as IM and TIM and T resources that support the various Navy Medicine facilities. A Cost Plus Fixed Fee (CPFF) non-personal services contract is anticipated that will consist of a one year base period and four, one year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 541330. Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than three (3) pages in length. Responses must use twelve point Times New Roman font. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address 2) DUNS number, business size and classification 3) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references). The corporate experience should include the applicable contract number, total number of FTE, contract period of performance, a brief description of the services provided AND the relevancy of the services to the proposed IH requirement. A customer point of contact with corresponding telephone number and e-mail address should also be included. A brief description of the capability and resources should accompany the references and address technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Source Sought Notice will not be considered sufficient to demonstrate the capabilities of an interested party.
