Background This requirement is for the acquisition of miscellaneous convenience store items for the Navy Exchange Service Command (NEXCOM) Ships Store Program (SSP). The NEXCOM Ships Store Program is a program designed to provide the stores on Navy ships with quality of life products for sailors who are at sea. Under the Ships Store Program, items are purchased by NEXCOM and placed in the inventories of ships stores for resale to the ship’s crew. The contract type being contemplated is a single commercial Indefinite Delivery/ Requirements type contract that has Fixed-Price with Economic Price Adjustment (EPA) provisions via the authority of Federal Acquisition Regulations (FAR) Part 12 – Acquisition of Commercial Items, FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items and FAR Subpart 16.5 – Indefinite-Delivery Contracts.
